On 14 November, the Director General of ENRI Mr. Masahiro Kudo and the Director of the DLR Institute of Flight Guidance Prof. Dr.-Ing. Dirk Kügler signed the 1st implementing agreement to start joint research activities in Air Traffic Management (ATM). ENRI (Japan) and DLR (Germany) are amongst the worlds leading research centers in ATM and Airport Operation. Both establishments are now joining forces for more efficient and environmentally friendly ATM and Airport Operations in the future.
Japan and Europe are facing major changes in ATM. Based on CARATS (Collaborative Actions for Renovation of Air Traffic Systems) and SESAR (Single European Sky ATM Research) a transformation of ATM is under way to fulfill the needs of the 21st century. Despite the global nature of aviation, the different regions of the world are about to research, develop and implement similar but not necessarily the same procedures and tools for ATM. ENRI and DLR are main drivers of the institutional research in ATM in Japan and Europe with a proven track record of research. They will exchange knowledge on research topics and take into consideration the regional specifics of each region for the benefit of both.
This 1st implementing agreement will be the starting point for a series of well-defined individual, project-based cooperations and a solid basis for the exchange of knowledge between the two research organizations. Joint activities are foreseen in air traffic management on the ground and in the air, communication and navigation, as well as the influence of weather on air traffic.
The joint project will address topics in ATM on Extended Arrival Management and 4D-Trajectory Based Operations. Particular research questions are
- Airspace structures most suitable for an arrival management concerning Trajectory Based Operations (TBO) with Continuous Descent Approaches (CDA) and new RECAT spacing.
- Integration of Extended-AMAN tools under specific airport configurations
- Resistance of such systems against uncertainties and disturbances
The implementing agreements will be conducted under the Cooperation Framework Agreement between DLR and ENRI signed on 24th March, 2017.
