HDR has been tapped to lead design of the Los Angeles International Airport automated people mover as a member of the LAX Integrated Express Solutions (LINXS) P3 team. HDR will lead designs for fixed facilities for the automated people mover system, with an estimated design and construction value of $1.95 billion.
The automated system will create a better passenger experience at the world’s fourth busiest airport while supporting more efficient operations and improved sustainability. It represents a major component of Los Angeles World Airports Landside Access Modernization program. Utility relocations will begin this year with the remainder of facilities construction beginning in 2019. Project completion is scheduled for 2023, five years ahead of the Los Angeles Olympic Games.
HDR’s scope of work includes final design of 2.25 miles of elevated guideway and five automated people mover stations with associated elevators and escalators, elevated passenger walkway structures with moving walkways between stations and terminals, parking garages, roadway and landscape improvements, and a maintenance and storage facility for the system’s electric trains.
Technical design innovations introduced by the HDR team include engineering the guideway to avoid two existing parking structures, which eliminates the time and cost of demolishing and rebuilding them, and placing the vehicle maintenance and storage facility at ground level instead of at the elevated guideway level, which will reduce construction time and cost and simplify future facility expansion.

Awarded the $4.9 billion public-private partnership to design, build, finance, operate and maintain the automated people mover system for 30 years, LINXS is a fully integrated team composed of Fluor, Balfour Beatty, ACS Infrastructure Development, Dragados USA, Hochtief PPP Solutions, Flatiron and Bombardier Transportation. HDR is the lead designer for the design-build team, teamed with HNTB as design subconsultant.
